Late September to early November is peak. Mid-day is best (thermals lift raptors). Cape May Point State Park is the official watch site.
Forsythe NWR (Brigantine division) is the NJ shorebird capital. Spring (April-May) and fall (August-October) bring biggest concentrations. 8-mile auto-tour route accessible by car.
Shorebirds concentrate at low tide on exposed mud flats. Use NJ tides hub to plan visits 1-2 hours before low tide.
Check eBird before going — recent rare-bird sightings are reported in real-time. Cape May has the most NJ activity year-round.

Yes — 7x35 is too small (less light), 10x42 is too narrow (harder to track moving birds). 8x42 is the established standard for shorebirds and migration. Don't go below.
